Biographies of the members of the Regulation Council
Mrs Patricia Le Rolland
Patricia Le Rolland has worked in the public sector for over forty years. She has an extensive and broad experience in health care, healthcare education and healthcare regulation. Working at a national level for the last fifteen years, Patricia has worked with or advised most of the UK healthcare regulators at different times during her career, including the Health and Care Professions Council and the Nursing and Midwifery Council. The consistent theme throughout her career has been to promote the highest standards of care for patients and work to protect those receiving care and treatment provided by health care professionals.
She has worked in the NHS, in health care education, in quality assurance and enhancement of higher education, and in statutory regulation of post-graduate medical specialist and GP training. Patricia has managed contracts, led on tenders and worked to meet the requirements of education commissioners and profession-specific regulators.
Patricia has worked with many clinical inspectorates, regulatory and professional bodies, including ten years membership of the various forms of healthcare concordats/committees aiming to attain better regulation for better patient outcomes, through sharing of information and minimising burden. She has worked with healthcare colleagues and organisations in Scotland, Wales and Northern Ireland to ensure country specific approaches and goals, as well as UK wide initiatives.
Initially a registered nurse at St Thomas’s Hospital, Patricia then specialised in intensive and coronary care. She qualified and worked as a clinical teacher and teacher in medical settings. Her interest then broadened out from a single profession to developing graduate and postgraduate courses that were multidisciplinary in nature. Working with specialists in many subjects and disciplines, she worked as an Assistant Director at the Quality Assurance Agency for Higher Education. She went on to the Postgraduate Medical Education and Training Board as Director of Quality, a UK wide statutory regulator, working closely with patient and lay groups, the Departments of Health and senior Medical Officers. Patricia then spent a year advising the Postgraduate Board at the General Medical Council.
More recently Patricia was a self-employed consultant, advising on equivalence and standards, including undertaking work with the Modernising Scientific Careers team. Patricia is a Trustee/Director of Age UK Gloucestershire (AUKG), also a volunteer for the AUKG Home from Hospital Scheme. Patricia is Chair of Governors at her local primary school and a Local Authority Additional Governor working with schools in special measures.
Regulation Council Members
Christine is a qualified solicitor in England & Wales and has both private and public sector legal experience. Christine’s private sector legal experience was gained over a period of seven years in medium sized law firms. She has experience of insurance litigation matters and specialised in planning and environmental law.
Currently, Christine is the statutory Monitoring Officer and Assistant Director of Legal & Democratic Services at Coventry City Council. Christine has overall responsibility across the Council for governance and regulatory matters. Her portfolio includes responsibility for the City Coroner, Register Office for Births, Deaths and Marriages, Legal Services and Audit & Risk.
Christine is a Board Director of Lawyers in Local Government (LLG), which is an organisation that represents all solicitors working in local government in England & Wales. Christine is also the Chair of the West Midlands region for LLG.
In September 2013 Christine was appointed by the Solicitors Regulation Authority (SRA) as a Panel Adjudicator and also chairs Adjudication panels. The SRA is the independent regulatory body that regulates solicitors and law firms in England & Wales. Christine has made first instance and appeal decisions as a panel member and also as a single Adjudicator. She has also provided training to SRA staff on effective decision-making and report drafting.
Dr David Stirling
David joined the NHS in 1992, after post doctoral research positions in the USA, and with the ICRF in Edinburgh. Employed as a Clinical Scientist with responsibility for Molecular Diagnostics within Haematology, his Clinical work extended to being specialty lead for Laboratory Haematology in an NHS Board with four acute hospital sites. He led the Molecular Pathology initiatives for Edinburgh, and the Scottish training schemes for Clinical Scientists in Haematology and Molecular Pathology. In 2011 he took up a part time secondment to Scottish Government as Healthcare Science Officer, and in March this year, became the first Director of Healthcare Science for NHS National Services for Scotland.
David is an HCPC partner, and is the Scientific Workforce lead for the Royal College of Pathologists.
Dr Robert Farley
Rob Farley is currently the professional lead for Healthcare Science at NHS Education for Scotland (NES). His NES appointment followed a secondment from the NHS in 2006 to the Scottish Government’s Health Department, where he led publication of Scotland’s first Healthcare Science Action Plan. Whilst in the Scottish Government he worked with UK policy colleagues on the formulation of the HCS modernisation project; he is a member of the project’s Education and Training Scrutiny Group.
He is a registered Clinical Scientist, a Chartered Mechanical Engineer and a member of the Institute for Physics and Engineering in Medicine. Prior to his government policy role and current post, Rob worked in NHS service for over 20 years both as a clinical bioengineer in rehabilitation technology, and in other Clinical Scientist roles in medical physics departments in Scotland. He also had a short teaching sabbatical in West Africa.
He has experience in quality systems development, the commercialisation of NHS ideas and clinical research whilst in employment in NHS Greater Glasgow – where he obtained his PhD in conjunction with the respiratory physiology service. He has acted as visiting lecturer to AHP and Clinical Scientist training programmes in Scotland. Until recently Rob was a Clinical Scientist Partner with the then Health Professions Council, gaining experience of the purpose and processes underpinning statutory regulation.
Ian has extensive experience in risk management, regulation, governance and finance, particularly in the insurance industry. He was a senior manager at PricewaterhouseCoopers, where he worked for 12 years and has since been Head of Internal Audit at Aviva and has served on various Boards including Amlin Underwriting from 2000 to 2006 and Cardiff Pinnacle (BNP Paribas Group) from 2008 to 2010.
Ian continues to provide senior interim management services in the insurance industry particularly in risk management and he is a Non-Executive Director of Let Alliance, a business he helped to found in 2011. Ian is a Fellow of the Institute of Chartered Accountants in England and Wales and a Chartered Director. He holds a BA from Leeds University.
Following on from an initial career in the pharmaceutical industry, Julia runs a busy media company, and has worked with the public healthcare sector for many years.
Julia has a particular interest in Specialised Commissioning and in maximising the value and the profile of Patient and Public Voice participation.
She is currently a member of a number of NHS boards, works with the Care Quality Commission as an Expert by Experience, and is chair of NHS England’s Independent Funding Request Panel.
